I checked the error log and i have found this error "(2)No such file or directory: exec of '/usr/share/koha/intranet/cgi-bin/svc/config/systempreferences' failed, referer: http://10.202.2.180:8080/cgi-bin/koha/admin/preferences.pl?tab=opac ".
