To have it show for all libraries just choose 'All branches' at the top of the list." Please update information to explain that limiting branches doesn't affect items that already have the location being edited in use will be unaffected. Please explain that this only affects setting the location. If the location is set by another library that uses it, it will still appear in the record, regardless of your library.
