How are fines/fees taken into account with this action? Will associated fines be removed if claimed returned? Or will they be removed if marked as found? Will there be a preference for this?

Add system preference to ask ‘charge’, ‘don’t charge’, or ‘ask for confirmation’ when marking an item claimed returned
