It turns out that the check for 'IS' was a check for whether a branch is an 'issuing branch,' something that was expected to be set in Branch Categories. This would allow libraries to designate some branches as 'non-issuing' and be confident that they would not show up in places like the OPAC's pick-up branch list. So, I suggest to start we add that 'IS' check back in and be sure to include pre-set options in the edit-branch-categories screen.
