The above attachment should give you an idea of what needs to be done to fix encoding of the database once data has been loaded. I've used it in cases where a client's Koha database was originally utf-8 data stuck in a latin1 database definition. I can't be held responsible for whatever it may do to your data, unless it fixes your problem ;-).
