Related to syspref 'ReturnBeforeExpiry' : [Require / Don't require] patrons to return books before their accounts expire (by restricting due dates to before the patron's expiration date).

If you charge for renewals (rental fee) the ReturnBeforeExpiry might not have the desirable effect - the user would pay the same, but get less loan extension.
