The trouble is that with just the debar flag there's no way to tell whether a patron has been debarred for overdues or whether the debar flag was set by a librarian manually. Galen, are you proposing that Koha have another kind of flag that would be set only for a "transitory condition," or do you propose that circulation.pl alone check for those conditions.
