If a book accidentally was not checked in and put on the shelf, then the previous patron is still being fined. Of course, this could be a ploy for a patron who knows this to put a book back on the shelf to avoid a fine, although not if the book is never checked out again, or until the patron who tried to trick the system needs to check more books out.
