Still valid, although it might make sense to split some of this up into separate bugs:

It applies also on rental fees defined on itemtypes administration.

Because we could use our standard circulation rules mechanism to determine the fee amount by library, patron category and item type.

I've been thinking about the migration for this. Say: The library has one circulation condition for all itemtpes and all patron categories. For different itemtypes there are different rental fees.
