It would still be a useful feature. The bug that is mentioned as a blocker has not gotten any update in 3 years (besides a lowered severity). I would consider (not promising) to rebase it if there is a consensus that it is ok to leave out incremental and have at least the biblionumber in 001 feature instead of nothing.
