I don't know if it's intentional, but I would think that pages should require only basic staff access permission. It would certainly be interesting to include custom permission settings for custom pages, but without such a capability I think general access is a sensible default. One thing which is potentially confusing: It doesn't look like the library choice has any bearing on the behavior of the page?
