I'm wondering if it's normal that the button to access lists on the intranet main page is absent when I don't have any lists permissions, but I can still access the lists module from the More menu.
Sounds like a bug to me.
My understanding is that the catalogue permission grants access not only to the staff interface but to the ability to create (private) lists.
That could be. That's why I raised bug 39376. I wanted the ability to disable creating private lists in the staff interface as well.
Depending on the need to be able to create private lists, I feel like the button should still be on the main page? And the various lists permissions only control whether the staff member can create/view/manage/delete *public* lists...
I think that's how bug 13888 is supposed to work? Sounds like there might be some bugs to iron out.
