[Bug 25675] New: System preference PatronSelfRegistration incorrectly described

At the very least, the description for PatronSelfRegistration should be updated to removed the reference to "modify". I would also propose that OPACPatronDetails and PatronSelfModificationBorrowerUnwantedField are placed together.
