If an auditor comes in to the library and sees a lot of write offs on a patron record they're going to want to know why and there is no way to leave this note as to why you're writing off a fine anymore. I had a fix fro this, but it looks as though there been allot of work on it in the above mentioned Bug, and master has moved on a long way since me fix.
