The superlibrarian should not have such a limitation. To test: 1) Set a patron category to be used by only 1 branch. 2) Logged in as a superlibrarian, have your library set to that branch. 3) Create a new patron. 4) Check that the limited category shows in the Category field. 5) Still logged in as the superlibrarian, change your library to another branch. 6) Create a new patron. 7) Confirm that you can no longer use that limited patron category in the Category field.
