Confirmed on 16.11 and 17.05 To test, select patron record and add circulation note. Create a test import file matching on the cardnumber, selecting overwrite. Patron attributes can be either option. The borrower has a circulation note on their record and this is viewable on the borrower record Details view under circulation note. The same note is viewable in the "Checkout" view on the borrower record.
