When creating a purchase suggestion from within a patron account in the staff interface, the Request management section is supposed to automatically assign the BY field to the patron account. Instead, it is assigning it to the logged in staff member. But that isn't even completely correct, as it isn't getting tied to the staff member's account when completed. The end result is that requests being made are not tied to anyone in particular. However, you can still use the Set to patron button and set the patron, and it will work.
