Test plan step 4): AllowIssueNotes should read AllowCheckoutNotes

Test plan step 7): Enter "Buchrücken ist beschädigt", click "Submit changes", field shows: "Buchr�cken ist besch�digt". Same with éàè etc. Same in message "...has been saved and sent to the library."

Text seems to be OK in database (select note from issues;)

If I reload the page, text displays correctly.
