[Bug 5146] New: Patron Import Requires Header Row

I tried two tests, one with a header row and only the fields with data in them and both records imported just fine. The second test was with all of the possible fields and no header row - this one listed my first patron as the header row and only imported those after him. I have upgraded to HEAD and just imported a CSV without a header row and it failed. That did not change and is not likely to.
