At circulation desk, if a barcode is scanned that is not in the catalog, add an option to create a "fast add" bib record. Circ staff can fill in the basics and check the item out; the item is flagged to be routed to cataloging upon return for proper record creation. Note: Fast add functionality has already been added into current head (under Circ, Fast Cataloging), but that does not allow creation of a fast add record at checkout.
