See my attached summary. It says $29 next to the Book budget which is right, but if you click the 29 it only shows me 24 because the other 5 was a shipping cost. The shipping cost can only be entered when you receive an item - the 'spent' page shows it then at the bottom of the page, so the totals are correct. The example on Nicole's screenshot is from the ordered page, but there is no option to have shipping cost for ordered items currently.
