I am hesitant to push this to 19.11.x branch as a point release. This is a fix to a bug, but seems like a major change for a point release. I'm not backporting unless a strong case can be made for it.

It would be great to get it in since it's a major fix, but I can understand your reluctance. Would additional testing help? I'd be happy to apply 24642 and 13191 to 19.11.x, build a package, and test an install and an upgrade.
