Add a new syspref (OPACFineNoRenewals) that blocks OPAC renewals for patrons with fines above that limit. The OPAC displays a message about renewals being blocked because fines are above the allowed limit, and asks the patron to pay the fines. Does not block staff renewals if otherwise allowed.
