It must not trample another installation or other software and user permissions are the most obvious way to prevent that. Do you expect every developer, tester or evaluator to have one system per koha install? Writing the installer to require root and not offering a userland (even manual) install method is bad. Nothing in the install process inherently requires it all to be run as root. I will reopen this bug RSN unless a reason or solution is offered.
