To recreate: 1. Find an item and add an HTML public note. I am using '<a href="#">TEST</a>'. 2. Now view the record from the OPAC. 3. See the link TEST. ( rendered HTML ) 4. View the link from the staff client. See it as '<a href="#">TEST</a>'.
