It seems like the package is not available in Squeeze and not in the Koha oldstable repo. It is in the stable repo though. Robin's announcement on 20 April 2015 stated
Come the release of Koha 3.20 (towards the end of May), support for Debian 6 (squeeze) and Ubuntu 12.04 LTS (precise pangolin) will be dropped from the Debian packages. This won't affect Koha 3.18, which will continue to support these distros until it's no longer being released.

It is in the other repos but not that one.
