Test plan: 1. Apply the patch. 2. Reload the values (reset_all if using KTD). 3. Go to Administration > Authorized values. 4. Note that the description for RELTERMS is changed (now says 'MARC Code List for Relators (https://www.loc.gov/marc/relators/).' instead of 'French terms of relations'). 5. Check that the changes listed are incorporated into the RELTERMS authorized values list.
