In the current version of Koha I can go into "Home › Administration › Circulation and fine rules", select a particular library and then set "Return policy" in the "Default checkout, hold and return policy for <library>" to be "Item returns to issuing library". If the particular library in question is a mobile library van, would this not mean that books it issued returned back to it?
