In practical application, this leaves libraries with items that have been put into the bookdrop at a library at which they cannot be checked in. Staff cannot find the patron and force them to take the item to another library and they are provided no mechanism in Koha by which they can track that the item is in the staff's possession and headed back to its home. In the 14 years since Bug 7376, users have come to expect that the AllowReturnToBranch system preference will be the ultimate arbiter of what can be checked in where. Many libraries have set up branch transfer limits in order to block certain hold pickup selections but have not expected those limits to prevent checkins. We should allow staff to override branch transfer limits to allow a checkin to happen and a transfer to be generated to send the item home.
