[Bug 19187] New: Renewals don't work from the web based self check

Wonder if this is something in my setup, but anyway there should be a helpful message instead of just a page reload. But the current behaviour makes no sense: Either we should not offer renewal functionality or it should work. :) I think it might be nice to have this controlled by a separate preference as the SCO is neither staff nor OPAC.
