In order to log into koha's intranet home page, member user flags must be set to at least 'superlibrarian' or 'parameters'. I tried setting all flags but the above two (and other combinations excluding those two) but when I try to log in koha says "Sorry, Koha doesn't think you have permission for this page". PS.
