If AllowStaffToSetCheckoutsVisibilityForGuarantor and AllowPatronToSetCheckoutsVisibilityForGuarantor are both set to "Don't allow", or if the patron has no guarantor, I think the "Show checkouts to guarantor" field should be hidden. Same for AllowStaffToSetFinesVisibilityForGuarantor and AllowPatronToSetFinesVisibilityForGuarantor. If both are set to "Don't allow" or if the patron has no guarantor, the "Show charges to guarantor" should be hidden.
