The installation instructions were recently updated https://wiki.koha-community.org/wiki/Koha_on_Debian#Setting_up_package_sourc... The "old" way of setting the package sources, and the keys, was changed as they were deprecated (and probably no longer work on later supported versions of Debian/Ubuntu, which I think is the issue you have run into).
