So there are a couple things going on here - 'noissuescharge' is poorly named; perhaps should be 'MaxFineBalanceBeforeLoansBlocked' or something like that - please let me know what you think. The other issue is that the interface does not clearly signal which issues are blocking the checkout, vs. those that are problems but are not actually blocking the checkout.
