Looking at sample_notices.yml, there are 13 notices with a default SMS template, including the standard HOLD notice and most of the digest notices (with the exception of RENEWAL). My main concern is that if a library doesn't set up an SMS template for HOLDDGST, a customer could still check "SMS" and "Digest" as their messaging preference, and nothing would prevent it or alert them that they won't receive a notification with that selection.
