It allows a library to specify HTML links on the left-hand navigation bar in Owen's NPL templates (not sure about default). To use this, simply add some HTML to OpacNav in system preferences. Here's an example: It will look like the left-hand bar in this OPAC: http://opac.liblime.com Paul/HDL, to add this to default, simply add: to navigation.inc (or equiv in default).
