Damnit. The fix introduced in 3.18.06.1 was because fresh installs were
possible but upgrades weren't. My fix ended up making it so that
upgrades were possible, but fresh installs aren't.

Now I've hopefully tested all the combinations and didn't encounter any
issues, so have uploaded 3.18.06.2.
