What is the current procedure around changing notices and translation?

I see that we have an English yml file, but I see sql files in the translated languages.

Like de-DE/mandatory/sample_notices.sql

We dont have a coding guideline yet about this. Should it be added?

If I change an English notice, should I still change the other languages ?
