'WebBasedSelfCheckTimeout' currently sets the timeout of the SCO account. On our system we have this set to match 'timeout,' so the timeout is not an issue in our case.

This actually looks like an appealing workaround to our "issue."

That said, I'm still on-board for the branch-specific prefs, etc. work.
