Hello All - 

So Kyle and Katrin have been working many many hours on getting the patch referenced above to Pass QA.  The only problem is we ran out of time to safely get this into the general release and have enough time for some good thorough testing - If only we had another two weeks.  

I would like to promote this as a performance bug fix and that should be included in the first point release for 3.16 - 3.16.1...  Performance bugs are perfectly acceptable for point releases and I think if we look at it that way - we have 2 months to test this thoroughly.  It's passed PA and Galen also added some additional comments - which Kyle did follow up on.  

Thoughts?  We're actively testing this but we'd love more to test it.
