From our clients in the Indian subcontinent i can certainly vouch that the functionality *is used* quite frequently because for certain "holy cow" patron categories / patrons the librarians do not want to attract their ire by "how dare you tell me I've an overdue item" email. Not an welcome scenario, but its a reality in societies stuck somewhere between feudalism and capitalism.

Removing that feature may result in a large number of Indian users leaving koha for non standard local software.

Of course, removing this functionality would probably be easier said than done, as it would be a behaviour change… so maybe it would need to be deprecated over time. If no rules exist, we could just hide it. If rules do exist, we’d alert the staff that this functionality was going away in a future version?
