I think Chris and Bernardo already had something. They use git submodules or somthing similar.
I'm trying to get this moving.

Does a translations Git repository require any sort of special setup?
If not, creating the repo itself and giving the TM (and if needed for
the transition, RM & RMaints) push access would be trivial for me to
do.
