I've gone ahead and moved the "koha-bugs@lists.koha-community.org" account from the default QA contact for each component in bugs.koha-community.org, to a Global Watcher. This gives us a simpler configuration, fewer risks of breakage (since someone could change the QA contact on a bug report), and the use of QA Contact for actual QA.
I've set myself as the new default contact for all components; I'll work out with Jonathan and Marcel a good system for assigning them incoming tickets to QA. We may need to update this next release cycle, but it only takes a few minutes to do.
I have *not* changed all the existing bugs to use this new system; that would spam the heck out of everyone. I'll just start making use of this feature as I test things, and eventually, all the unresolved bugs should get updated.
