+1 for removing the dead pages and code

I agree,

it's not linked from anywhere as I can say, and looks like it's not even fully functional... at least in 17.05 where I make quick test

I think serial-issues.pl, serial-issues.tt, and serial-issues-full.tt
are obsolete and should be removed.

Does anyone know of any reason not to?
