I agree with Robin, but I still think we should havea  koha-devdeps package for this sort of thing (or at least put it on the recommended dependencies). Because a script that is not provided with the packages (the tests file) needs that lib on a dev environment, and it shouldn't  prevent the package. It is just not relevant for the packages.
