I agree, with this exception: If the bug is a real bug (not an
enhancement) it should be set back to "New."


I would add another exception based on David's question:

Enhancement bugs should not be closed in arbitrary fashion. They probably should have the longest time allowance of all bugs given that it may take a while for someone(s) to pick up and implement them.
