No, it looks exactly the same when in menu "Choose your language" using
"en" instead of "de-DE".

I removed de-DE:

$ sudo koha-translate --remove de-DE

Now "sudo koha-translate --list" didn't show anything anymore. But the
files (as shown above) are still there.

I then tried again using the webinstaller to populate the database
tables but nothing has changed.

Then I removed the complete Koha instance, created it again and
reinstalled "de-DE". I had to remove the cookies for the webinstaller to
get access to the original webinstaller login. Again I chose "de-DE" as
the language. For whatever reason now the language turned to German and
everything went and looked as it should.

Thanks for sharing this, Chris. It's sad news indeed. Rosalie was an
inspiring leader and innovator whom a number of us had the opportunity to
meet at KohaCon10 in Wellington. She probably bet her career on the ability
of you, Joanne, Rachel and Simon to deliver the project. Winners all
around. Now the world has Koha.
