There is now a new patch which positions the lang chooser at the
masthead. Users' are being requested to offer their inputs whether:

a) we stick to the way it is currently (at the bottom of the page and
with UX issues unless the patch from 11057 is applied)

OR

b) we switch to the new position on the masthead using the patch from 14252?
