Yes you are right.
I just submit a patch in Bug 7470 (http://bugs.koha-community.org/bugzilla3/attachment.cgi?id=9271&action=diff) fixing this problem.

There's a big commented-out section of opac.css, added by Bug 7470:
Babeltheque integration

If there is CSS which is only used when Babeltheque is enabled it can
be put into its own CSS file. I can't see libraries editing opac.css
themselves under normal circumstances.

Can this be removed?
