I think we are talking about 2 different things :)
 
1) The translation of the Koha manual using Sphinx needs to be talked about.
 
2) Bug 18039 is about the translated installers. Afaikt what it does aim to do is to have the translated installer directories structure matching the English installer directory structure, so files and directories are named the same - this should not require any new translations or a change of the workflow. So I am not sure why this would be a problem? Wonder what I am missing.

Now 17.05 is near, we need to think how to transalte SQL files.
In fact we have a huge change with bug 18039:

So, what do we do ?
Do you want 18039 inside 17.05 or not ?

IMHO we don't have the resources to insert it into 17.05
